01 - Preheat oven to 400°F, or heat oil to 350°F if frying.
02 - In a large skillet over medium heat, cook halal ground beef until browned, breaking it apart as it cooks. Drain excess fat.
03 - Add diced onion, green bell pepper, and minced garlic to the skillet. Sauté for 3 to 4 minutes until vegetables are softened.
04 - Stir in pizza sauce, oregano, basil, salt, and black pepper. Cook for 2 minutes, then remove from heat.
05 - Allow filling mixture to cool slightly, then stir in shredded mozzarella and cheddar cheese until evenly distributed.
06 - Place an egg roll wrapper on a clean surface with one corner pointing toward you.
07 - Add 1 to 2 tablespoons of filling near the top corner. Fold the corner over the filling, then fold in the left and right sides. Roll up tightly and brush the edge with water to seal.
08 - Repeat filling and folding process with remaining wrappers and filling until all are assembled.
09 - For baking: Place rolls seam-side down on parchment-lined baking sheet, brush with olive oil, and bake 15 to 20 minutes, turning once, until golden and crisp. For frying: Deep-fry rolls in batches for 2 to 3 minutes until golden brown, then drain on paper towels.
10 - Serve hot with extra pizza sauce for dipping.
